Thank you for inquiring. Yes there is a Smart Scenes feature which will allow you to set up Scenes and Automate when you want the Outdoor Smart to Turn ON and OFF based on your local conditions such as ON at Sunset and OFF at Sunrise.
Why cant i download the app on my android smart t.v.?
I just use the app on my iPhone. Not sure the app is compatible with a smart TV.

The two plugs are not individually programable
This plug work well and is easy to setup. However, if you are looking for a plug that that has the design to individually control plugs using Alexa, Google, etc. This is not the device to purchase,

I use this in my garage to control my shop lights so they can be turned on and off separately from other lights. I have not had a single issue with it. It works well and I was able to use the feit electric app to make sure that they turn off at 11pm if I forget to turn them off.
